This involves waiting until the last few minutes or seconds before you place your bid. This gives the people you are bidding against no chance to bid higher than you. However, if their hidden bid is more than your bid, you will loose the auction.
5. Bidding in Odd Numbers
By bidding in odd numbers like £13.03 you may win an auction by just a few pennies if you are bidding against someone who is bidding in whole numbers like £13.00.
6. Bidding in the Middle of the Night
In the middle of the night eBay is at its quietest, making it a brilliant time to grab a bargain.
7. Check for Multiple Items Discounts
Some sellers offer discounts if you buy multiple items from them. You may want to take this into consideration when bidding.
8. Check for Scams
Finally, although most eBay sellers are honest, you should always check a sellers feedback before bidding on one of their items to ensure that you are not going to get scammed and loose your money.

im trying to be really carefully dealing with ebay.. it really is full of scammers.

I think eBay is pretty safe for UK users. I am a regular eBayer and have never had any problems at all. However, you should be careful by checking feedback, where the items coming from and checking whether the price right.
